28 Bread [lechem] corn is bruised [daqaq]; because he will not ever [netsach] be threshing ['adash] [duwsh] it, nor break [hamam] it with the wheel [gilgal] of his cart [`agalah], nor bruise [daqaq] it with his horsemen [parash]. KJV-Interlinear
28 Does one crush grain for bread? No, he does not thresh it forever; when he drives his cart wheel over it with his horses, he does not crush it. ESV
In contrast to herbs, grain crops like corn or wheat, are crushed and crushed into a fine powder in order to make flour for breads and other food ingredients.
But the point made here, is that the farmer does not keep on doing this.
Once the job is done, then he moves on to something else. To spend his entire life crushing the same grain, over and over again, would make no sense and nothing would ever come of it.
The farmer goes only so far and then the task is over. The flour is collected and put in storage for later use.
