Isaiah 28:27

27 For the fitches [qetsach] are not threshed [duwsh] with a threshing instrument [charuwts], neither is a cart [`agalah] wheel ['owphan] turned about [cabab] upon the cummin [kammon]; but the fitches [qetsach] are beaten out [chabat] with a staff [matteh], and the cummin [kammon] with a rod [shebet]. 27 Dill is not threshed with a threshing sledge, nor is a cart wheel rolled over cumin, but dill is beaten out with a stick, and cumin with a rod. ESV
There are different methods of separating, or threshing, the grain or seed, so that it is useful.
Here the fitches is a reference to dill, and the second example is cumin. Even though both are herbs, they are processed differently. And they are threshed even more differently than are grain crops like corn or wheat.
Isaiah continues to describe the different methods used in farming, whether planting, growing, harvesting, or separating out the useful grains and seeds. And likewise, God uses different methods of wisdom, in dealing with His people.
There is one thing that separates the dealings with Gods people, as opposed to the dealings with people who have rejected God and who are not Gods people. And that is, God deals with his own in many different ways. More so, than He does with unbelievers.
As far as unbelievers go, their only decision is to believe in Christ. Otherwise they have no other potential relationship with God.
They either believe in Christ of they don’t. And all of Gods efforts are focused on their having that important faith.
