Isaiah 28:28

28 Bread [lechem] corn is bruised [daqaq]; because he will not ever [netsach] be threshing ['adash] [duwsh] it, nor break [hamam] it with the wheel [gilgal] of his cart [`agalah], nor bruise [daqaq] it with his horsemen [parash]. KJV-Interlinear

He leaves the task of driving his oxen that are pulling the huge stone roller, and moves on to another job.
So, also, God does not continually punish or discipline over and over, again and again.
Sooner or later the task is either completed, has achieved its objective, or it simply will not work. So God moves on to another task or approach with regard to the individual or nation, as it were.
Just as the farmer engages in various tasks to accomplish his work, so too, God engages in different tasks to accomplish His work.
Both have a wide variety of methods or tools, to do their work and accomplish their objectives.
