14 The sinners in Zion are afraid; trembling has seized the godless: “Who among us can dwell with the consuming fire? Who among us can dwell with everlasting burnings?” ESV

The word sinners, typically refers to those who are spiritually disobedient because of their indifference. The word hypocrites, typically refers to those who are spiritually disobedient because of their false or phony, or pretended spiritual life.

The bottom line, in all things, in all life, always comes down to the content of your soul. If you have Bible doctrine in your soul, then you have some basis within yourself for dealing with life. But if you do not have Bible doctrine in your soul, then you do not have the inner resources for dealing with the circumstances of life.

There is only one way to get Bible doctrine into your soul. And that one way comes in three parts.

First, you have to be a believer in Jesus Christ. Spiritual life functions only with believers in Christ, because only believers in Christ have a relationship with God, and a relationship is necessary in order to interact with God.

Second, you have to be in fellowship in order for your spiritual life to function properly. Fellowship is a state of perfection. When dealing with God, all interaction is based on Gods perfect righteousness. Gods righteousness links with Gods righteousness which is in you, and that provides the connection or link which allows your spiritual life to function.

When you believed in Christ, at that moment, Gods righteousness was imputed into you. His righteousness, and His righteousness in you, provides the common link at both ends of that spiritual pipeline, so to speak, which allows all things from God to flow into your life.

Therefore, your spiritual life is based on, and functions by means of, Gods righteousness.

Fellowship, is used as a believer, confessing your sins, and therefore fulfilling Gods rules of forgiveness by which He restores you from unrighteousness, to righteousness, and therefore establishes a functional and open link between you and God.

So, to repeat, you have to be a believer in Christ, and you have to be in fellowship, in order for your spiritual life to function properly.

All activity with God is based on His righteousness.

And third, a daily study of Bible doctrine, brings spiritual resources into your soul. And by means of those resources, youre able to deal with life.

Jesus Christ, is a living breathing person, and He is also God. The written word of God, is also referred to as Christ. Therefore, Jesus is the living person of Christ, and Bible doctrine is the written word which is also Christ.

By studying doctrine, as a believer, while in fellowship, then you are in effect bringing the written Christ into your soul. Christ in you.

The Holy Spirit, is the power that makes this entire process, work.

So, when you read the Bible, regardless of what verses you read, whether it is Genesis 1, or stories about Moses, or Elijah, or David, or baby Jesus, or whatever, then much more than those words are transferring from the page, into your soul.

Bible doctrine becomes the foundation and the construction work of the framework of your soul.

Any unbeliever can read the Bible and even memorize the Bible, but there is no spiritual value in those words.

Only a believer, who engages in a daily study, while in fellowship, will have the advantage and benefit of all of the spiritual value which travels along with those words, into the soul.

Spiritual life cannot be detected or measured by any human means. It is beyond human comprehension.

Bible doctrine in the soul, builds a structure in the soul, which eventually builds spiritual muscle, which we call faith. And much more than that, we gain understanding and orientation to life, so that we are able to deal with life.

Those who lack Bible doctrine, be they indifferent sinners, or phony hypocrites, or unbelievers, will have fear and trembling, because they lack Bible doctrine in their soul, meaning they lack the spiritual resources to deal with lifes circumstances. Therefore, they are afraid, they are disoriented, they are in a fog.

Fear is a consuming fire. Fear is a consuming fire due to the lack of inner resources. And this verse poses the question, Who can live a normal life, if at all, under those circumstances?

The question is rhetorical, and the answer of course is, that no one is able to live any kind of life without truth in their soul.
