In the first six plagues, it was Pharaoh himself, who refused. The Bible states that he hardened his heart. Then in the last four plagues it was God who hardened Pharaohs heart. God kept Pharaoh around to make a point. That when a person is anti-God, then they will destroy themselves, and only God can keep them here beyond their appointed limit.

But here, we have another principle, that of the deep sleep.

This is not a sleep as when one goes to bed, but a sleep of ignorance, or the absence of knowledge. When knowledge is not present, then stupidity prevails. And when knowledge is not present in society, then stupidity reigns and runs rampant, from top to bottom of the social structure. The wise are stupid and the ignorant are stupid. The high born are stupid and the low born are stupid.

It is a sleep and an ignorance that truly blinds people, such that they do not see the realities around them, cannot figure out solutions to the existing problems, and anything they try, fails miserably.

The end result is disaster, suffering and death. And it is not pleasant.
