2 John 1:10-11

10 If [ei tis] there come [erchomai] any [ei tis] [tis] unto [pros] you [humas], and [kai] bring [phero] not [ou] this [taute] doctrine [didache], receive [lambano] him [autos] not [me] into [eis] your house [oikia], neither [kai] [me] bid [lego] him [autos] God speed [chairo]:
11 For [gar] he that biddeth [lego] him [autos] God speed [chairo] is partaker [koinoneo] of his [autos] evil [poneros] deeds [ergon]. KJV-Interlinear

10 If anyone comes to you and does not bring this teaching, do not receive him into your house, and do not give him a greeting; 11 for the one who gives him a greeting participates in his evil deeds. NASB

Readers of 2 John are urged to be discriminating with respect to topics which are clearly departures and in opposition with the teachings of the Bible.

A great part of the confusion lies in the modern inclination to be highly tolerant of religious differences. One has to face the fact that the New Testament writers did not share this spirit of toleration, nor does the Bible in general tolerate anything which is anti-God in nature. Evil is evil and is dealt with accordingly.

Likewise remember that evil is darkness and is the source of all of man's troubles.

So how do you determine who to avoid and who to accept in your social circles? To whom does this principle apply?

Well since you cannot read the minds of people, you cannot know their thinking nor their spiritual inclinations. You might be able to recognize their beliefs by their dress, but in general even culture recognition is not certain as to their religions beliefs. Arab Christians can wear the Arab clothing for example. All Arabs are not Muslim.

What then do these verses speak to?

We are told to love one another. That principle of doctrine still holds and is not in conflict with this principle which John is now teaching.

So with respect to people in general, we live and let live. You greet and converse in a polite manner. You transact business in accordance with accepted business formats. You are tolerant with the various personalities you run into and you deal with people from your position of Bible doctrine within your own soul. You are open, honest, pleasant, and so forth.

But with respect to people who approach you with their false beliefs, then to those people who have agendas which are obviously in opposition to the Bible, you turn aside and do not even interact with them. Not even giving them the time of day - but courteously of course. You are not rude.

People who have anti-God agendas are not to be engaged. Why? Because their philosophy is a trap which you can easily fall into. Evil is deceitful. Any public recognition of their position will appear to be an acceptance of its validity. So do not validate false doctrine. And the easiest way to avoid that is to avoid becoming engaged in it.

False beliefs are lies. All religions of the world are lies. Christianity is not a religion. It is a relationship with God through Christ. All other faiths are not honorable, but are traps of doom. So to promote them, to support them, to give them any form of credibility is to join with their evil, and to actively lead others astray. That in itself is a great disobedience to Gods Word. If you do not engage in the religious beliefs of others, then you will not even by accident, give them help, aid, or comfort.

Now, one more thing. This is not an order to discriminate or to be prejudiced against others. Only to avoid those who actively promote their false beliefs. And really the false beliefs are the target of your disregard, not necessarily the person per se.

Stand on your own principles of Bible doctrine, but stand on them with poise and confidence and politeness, not with antagonism, not with conflict, not with confrontation.

Study to show thyself approved (mature) unto God, a workman that needs not to be ashamed, rightly dividing (studying/discerning), the Word of truth.
