NASB
The administration of God is consistently applied to everyone and in accordance with their conduct.
To the spiritually positive believer there is blessing. To the wicked person, there is justice.
In this verse, both merciful and upright attributes are mentioned.
The merciful, 'chaciyd,' represents those people who are kind and compassionate toward others, regardless of what others do or have done. This is the non-judgmental person.
The upright, 'tamiym,' is a reference to the person who is consistent or perfect within their spiritual functions. This is the spiritually advancing person.
And therefore, to those who practice kindness and compassion, God in turn returns kindness and compassion.
To those who pursue their spiritual lives, God in turn returns blessings in accordance with spiritual advancement and production.
People are typically inconsistent, especially from within their carnal lives. They may profess kindness but are really greedy or reluctant. They may profess spirituality, but are really inwardly inconsistent or non-compliant with Gods plan for their lives. Their outward appearance is phony.
But with those who set or follow a pattern of consistency in their spiritual studies and practice, then God deals with them with consistency and with favor.
Favor and justice are both compatible and consistent with Gods policy of grace.
