11 God ['elohiym] judgeth [shaphat] the righteous, [tsaddiyq] and God ['el] is angry [za`am] with the wicked every day. [yowm] KJV-Interlinear

11 God is a righteous judge, And a God who has indignation every day. NASB

Judgeth, 'shaphat,' means to judge, to vindicate, to govern with boundaries, to defend, to execute. And when used in reference to those who have believed in Him, namely the righteous, then God protects those who have believed in Him, by means of the application of His justice.

He has applied righteousness and justice, and issues judgment accordingly, in order to vindicate, protect and avenge those who subscribe to His will.

By contrast, He applies his judgment against the evil, or wicked people, because of their rejection of truth. And thus applies this policy of rejection of evil, every day.

Everyday means continually.

God is the same yesterday, today and forever. His policies are consistent and do not change for any reason.

His policies are consistent with regard to believers, for their stability and security and protection (eternal security).

His policies are consistent with regard to the wicked.

The wicked, fall into two categories.

First there are unbelievers, who by definition are wicked and never anything else.

Second there are believers who often times imitate unbelievers by means of their disinterested attitude toward doctrine. These are righteous in the sense that they are saved, but wicked in the sense that their lives function out of fellowship and outside of the will of God. They pursue sin, in other words.

God applies discipline against wicked believers (out of fellowship believers), and judgment against unbelievers.

Discipline is intended to bring believers back into fellowship and a functional spiritual life.

Judgment is intended to bring unbelievers to faith in Christ, thus escaping the permanency of the Lake of Fire.

At death, those believers who did not respond to discipline, lose out on additional eternal blessings (reward), even though they are still in heaven.

At death, unbelievers lose everything and worse, forever.

In every case, God is consistent and fair in how He deals with everyone.
