You must be in fellowship prior to your Bible study, so that the spiritual information you receive can become a source, of blessing to your soul and produce spiritual growth.
7 In that
day [yowm] shall he swear, [nasa']
saying, ['amar] I will not be an healer; [chabash] for in my house [bayith] is
neither bread [lechem] nor clothing: [simlah] make [suwm] me not a ruler [qatsiyn] of the people. [`am] KJV-Interlinear

day will he protest, saying, "I will not be your healer, For in my house
there is neither bread nor cloak; You should not appoint me ruler of the
people." NASB
In the midst of calamity, as these verses are addressing, then any and all possible rulers, who have been requested, forced, or selected by a society in chaos, will refuse the responsibility of leadership.
Accept the rule they may, but accepting the responsibility and being held accountable for their positions they will not.
'He will swear,' is a strong phrase for the taking of an oath. This represents the strong and unmovable attitude of rejecting being held responsible.
'Not a healer,' means I do not have the resources. I do not have the wherewithal. I cannot work miracles. Healer, 'chabash,' is a doctor that would let a patient die without aid, rather than help the patient and then he dies and then blame is cast upon the doctor. This is blame avoidance, and therefore responsibility avoidance.
'Neither bread or cloak,' is a descriptive phrase indicating no resources, no wealth, no means. People will be looking for someone to take on their problems and looking for someone to fix their problems. Anyone who has wealth or resources, is naturally looked to, to solve the problems of society. However, the problems of society are so vast that no one could possibly solve their problems, let alone maintain a decent existence afterwards.
'Make me not a ruler,' is somewhat misleading in that it 'suwm qutsiyn,' means to avoid being held responsible.
Combined, these phrases, paint a picture of a society that has fallen so low and chaotic, and in such disarray, that all leadership will have the attitude of every man for himself, everyone is on their own, everyone is abandoned to luck, or to their own efforts and resources, that no one will be able to look to anyone, whether legitimate government or makeshift leadership, for help of any kind.
When disasters strike, there will be no rescue, no rescue effort, no aid, no bailout, no help whatsoever.
In that day is a general phrase indicating any time in history can see these events in which God is ignored in society.
But as the entire Bible looks to the prophecy of the last days of human history, then this paints a very descriptive picture that can be added to a study of Revelation indicating the extreme state of affairs for the whole of society worldwide.
And with that, and since we have begun a new year, this being 2012, then look for some odd happenings in beliefs, as people look to the end of the so called Mayan calendar, and the belief that the world will end next December 21.
Nonsense to be sure, but then the world is full of nonsense pursuers, and just see how many media discussions will occur, that will attempt to give credibility to this topic? Such is the wisdom (nonsense) of humanity!
