"And the beast which was and is not, is himself also an eighth, and is one
of the seven, and he goes to destruction. NASB
The beast is Satan, even if he is using a proxy through others, to manifest himself.
The was, refers to ancient times. Remember that this verse was written by John in about 96 A.D. So the was, being past tense, is relative to Johns time, not our current time.
And is not, likewise is relative to Johns time, Satan was not actively pursuing his goals even during the rule of Rome, which 'was currently' in existence during Johns time. And there is one other issue, namely the Royal Family, which was and is being assembled during our current Church Age (approx. 30 A.D. until now then through to the Rapture, whenever that might be).
And of which we have the promise from chapter three that we, as the Royal Family, will not see the final days of history, namely the Tribulation. The Rapture will whisk is away from this earth immediately prior to the Tribulation.
Therefore, having the promise that we will not see the final days, then we will not see the anti-christ, and therefore, he will not be revealed during out dispensation. That is the 'is not' aspect of this chapter.
And the beast is himself the eighth which is also one of the seven. The anti-christ will assume rule at the beginning of the Tribulation, as the king of the seventh empire. At the mid-point, he will be assaulted or attacked in some fashion and will fake his death, and he will also fake his resurrection. That is that moment then Satan will indwell the anti-christ, now being the eighth king (Satan) as well as the seventh (anti-christ indwelled now), simultaneously.
And from that time on, he will rule of the remaining three-and-a-half-years of the Tribulation until the Second Advent, wherein Christ will cast him into prison for 1000 years. At the end of the 1000 years, Satan will be released, he will lead a final rebellion among humanity against Christ, and then thrown into the Lake of Fire for all of eternity.
The anti-christ will go where all unbelievers go, to Torments, and there remain until the end of the Millennium, and then stand before the Great White Throne with all other unbelievers, and then will be thrown into the Lake of Fire.
Perdition is eternal destruction, or the Lake of Fire. That is the destiny of the would-be world leader and hero of unbelievers.
