4 The
wicked, [rasha`] through the pride [gobahh]
of his countenance, ['aph] will not seek [darash] after God: God ['elohiym]

4 The
wicked, in the haughtiness of his countenance, does not seek Him. All his
thoughts are, "There is no God." NASB
Countenance is the expression or attitude portrayed in ones character. The pride of ones countenance indicates that ones attitude or expression or manner is influenced primarily by the arrogance of pride.
The wicked is one who does not look to God, but to the world or anything that is non-God or non-truth. They look within themselves or through the world for the foundations of what they think and believe.
And, even though most folks believe in a deity of some sort, even God the Father or Christ, or some other identity, by looking away from truth, they are in fact rejecting God. That is, 'There is no God.' At least there is nothing that they recognize as a deity apart from something or someone which they have defined in their own mind.
So, the wicked is the negative person. Negative with respect to Gods truth, plan, mandates, and so forth.
Arrogance is spawned by a negative attitude toward truth, which in turn manifests itself in the behavior of the individual.
God is truth. Truth covers not only the gospel and good and evil concepts, but all aspects of reality, such as math, science, physics, weather trends, correct interpretations of various topics and so forth.
When a person rejects truth, they do not necessarily reject all truth. They might reject Christ, but they can still know the difference between right and wrong, between morality and immorality. Or they can believe in Christ but be just as immoral as anyone, or misinterpret the various laws of establishment like marriage, free enterprise, the correct function of the military, favor liberal or conservative thinking and so forth.
Only when a person pursues a daily Bible study in the correct manner, can they begin to sort out all of the bias's they might have in any given philosophy. Some Christians want to wear black only. Some Christians won't dance on Sunday. Some Christians reject the era of dinosaurs prior to Adam. Some accept the idea of evolution.
But whatever your core beliefs. None of them are worth their salt if you have virtually no doctrine in your soul.
To disregard Gods mandate to 'study' in order to 'mature' while in 'fellowship,' is the biggest single reason that believers fail in their spiritual life. They are jammed up with innumerable beliefs that confuse their thinking, because the arrogance of their attitude manifests itself through the pride of their stubbornness of rejecting some or all of Gods mandates. That includes their inconsistency in their spiritual life, if they even have one.
They do not accept the responsibilities or obligations placed on them, by God, in this life. And from there they compromise more and more truths.
And that leads to their being unteachable or indifferent. They do not pursue God, do not accept Gods rules, do not want to change their ways, are stubborn and set in their ways, and moreover, presume that they know more than God.
That means they reject God, by rejecting His truth.
Oh, they might believe in God, but make exceptions as to some of the details of truth that they are willing to recognize. Alternate living arrangements vs. marriage, normal life styles vs. alternative lifestyles, socialism vs. capitalism, female roles vs. male roles, nationalism vs. internationalism, learning through study vs. sincerity in beliefs, and on and on and on.
The wicked person, and this may very well include you, pursues their own thoughts and ideas, and does not correctly pursue Gods truths.
