13 He hath
also prepared [kuwn] for him the instruments [kaliy] of death; [maveth] he

also prepared for Himself deadly weapons; He makes His arrows fiery shafts. NASB
The instruments or means of punishment are already prepared. They are always in a state of readiness.
God does not have to discover wickedness, and then go and find or prepare tools or a means of punishment, He already has those options standing ready for instant use, or at His convenience.
The word for death, 'maveth,' means death but also ruin, and comes to mean punishment in its many forms, including, but not limited to, death.
Arrows are a reference to mechanisms of punishment. As an archer has many arrows, so too, God has many arrows of which He may choose and use at a time of His choosing.
God has access to the entirety of creation, therefore everyone is within His target range. There is no one who is beyond His reach.
The word for persecutors, 'dalaq,' means fire or to burn. In ancient times, an attacking enemy would light their arrows and shoot them over walls into a city to set it on fire, inflicting pain and suffering and even death, but certainly loss of possessions.
And so it is meant here, God fires his arrows of punishment, and they always strike their target entering as an unquenchable flame inside the person, burning from within, therefore the punishment pushes deep to within the soul of the targeted person, with a burning sufficient to get their attention, if not more.
Those who get it, respond and get their life back in order. Those who do not get it, will be committed to even greater pain until such time as God simply turns away from them or removes them from this world. In either case, death always brings an end to Gods punishment in this life, readying one for whatever is decided for the next life.
Wicked people come in many forms. All unbelievers are defined as wicked by default. They have no spiritual life, and therefore have no good within them, nor the capacity for good within them. Human good is not divine good, but merely another form of wood, hay, and stubble, and therefore useless to ones life.
Believers who live outside of the fellowship sphere, are wicked and said to be imitators of unbelievers with regard to the function of their life. Though saved and bound for heaven, they still come under the crosshairs of Gods arrows as long as they refuse to confess, and/or refuse to live and function within the boundaries of the spiritual life.
Suffering within this life comes from two possible sources. First from God due to ones failure in the spiritual life, and second, from the world due to the design of Satan's cosmos diabolicus.
The first suffering is designed to get you back on track in your spiritual life. The second is designed for growth and blessing to help you grow up and mature from within your spiritual life.
