Lev. 4:15-21

15 'Then the elders of the congregation shall lay their hands on the head of the bull before the LORD, and the bull shall be slain before the LORD. 16 'Then the anointed priest is to bring some of the blood of the bull to the tent of meeting; 17 and the priest shall dip his finger in the blood, and sprinkle it seven times before the LORD, in front of the veil. 18 'And he shall put some of the blood on the horns of the altar which is before the LORD in the tent of meeting; and all the blood he shall pour out at the base of the altar of burnt offering which is at the doorway of the tent of meeting. 19 'And he shall remove all its fat from it and offer it up in smoke on the altar. 20 'He shall also do with the bull just as he did with the bull of the sin offering; thus he shall do with it. So the priest shall make atonement for them, and they shall be forgiven. 21 'Then he is to bring out the bull to a place outside the camp, and burn it as he burned the first bull; it is the sin offering for the assembly.

The procedure is vary similar for this offering as for the sin offering of the priest. Only now the elders, the leadership of the nation or the organization, bring the bull (from the herd, a prize bull and therefore a very expensive and useful bull), to the alter and lay their hands on the bull signifying the transfer of the nations sins, that have been finally recognized, to the bull. The bull is slaughtered in the same fashion as in the first portion of the chapter and follows the pattern of the slaughter of the bull from chapter one.

Here again only the fat portions, the kidneys, the covering of the liver are burned on the alter. The remainder of the sacrifice is removed to the area outside the tabernacle court and burned on an alter without, just as Christ was placed on the Cross outside of the city gates.

The priest brings the blood past the laver (confession washing), then inside the outer room, the Holy Place (fellowship with God), past the golden lamp (Christ the living word) and the table of shewbread (Christ the written word - Bible doctrine), then past the alter of incense ( the power of prayer) to the curtain or veil which separates man from eternal fellowship with God. There the priest had to stop. If he went under the curtain and into the Holy of Holies he would have died instantly.

Prior to Christ's going to the Cross this veil separated man from God. After the work of the Cross was completed this veil was torn from top to bottom. Now the veil was quite large (sixty feet tall by 32 feet wide), and thick, and could not be torn apart by even several teams of ox pulling in opposite directions. Yet with nothing attached to the curtain, it was instantly torn apart permanently thus removing the barrier between man and God, opening the way for man to have direct access to God.

The temple curtain was held up by four pillars - Christ as King, Christ as servant, Christ as man, Christ as God. Oddly enough these are the topics of the first four gospels of the New Testament. But whether the curtain of the original tabernacle (tent), or of Solomon's temple, or the rebuilt temple, or even Herod's Temple, the principles are the same. The priest could go no further that the curtain because the Cross had not yet occurred.

The priest sprinkled the blood seven times. Seven is the number of perfection, but more than that it is the means of approaching God as Isaiah explains the seven spirits in Isa. 11, and again in Rev. 1. So throughout the scriptures the means of spiritual life is consistent from Adam's day to Moses' day to our current day. Whether it be the initial faith expression of an unbeliever to become a believer and saved, or whether it is the ongoing spiritual growth of the believer 'in fellowship' (inside the Holy Place room), or whether it is prayer offered by any believer (again in fellowship in the Holy Place room), then all relationship with God is conducted inside that fellowship sphere.

Upon completion of the offering in its prescribed manner, then the sins are forgiven, verse 20. The leadership of the nation is responsible for that nation. Of course each individual is responsible for their own actions, but when a nation becomes degenerate and refuses to recover, then that nation is destroyed eventually. Throughout history there have been very few responsible leaders in nations. Most succumb to their lusts or peer or political or social pressures (public opinion). Very few leaders have the doctrine in their souls or the backbone to do what is right, thus they become the thermometer measuring the spiritual strength, or lack of it, of the nation. A strong nation spiritually will produce strong leaders. But when generally left to their own devices a weak nation will produce weak leaders. God may overrule these tendencies from time to time, in which case the nation may be spared from terrible discipline or it may be severely punished. We have certainly seen many examples of punishment of nations in Southeastern Europe, in Africa, and in Southeast Asia over the past few decades. Sometimes the punishment is by means of earthquakes or some natural catastrophe, sometimes by war, or even by economic trouble, or by disease.

The leaders cannot impose Christianity on its citizens for Christianity is a matter of free choice, but they need to lead by example - Bible study supported by wise decisions.
