shalt be brought down [shaphel], and shalt speak [dabar]

of the dust [`aphar], and thy voice [qowl] shall be, as of one that hath a familiar spirit ['owb], out of the ground ['erets],

In ancient times, soothsayers, would reside in caves or in sheltered places out of the public view.
They carry out their false communications with the dead, and do so in soft and quiet voices. Generally to promote dramatic appearances.
And so it is when the arrogant are eventually humiliated, their voice tone will soften and they will speak not so loudly, but in quiet mutterings. Still holding to their false beliefs, but in a more quiet fashion.
Often times they will never learn, even in great humiliation, because one of the biggest characteristics of arrogance is the unwillingness to listen and learn.
When the hammer of Gods justice or judgment or discipline comes down, then the humiliations are not just simple embarrassments, but massive humiliations.
And even then, change is extremely difficult for those who have refused to see he truth for so long.
