Eze. 1:15-21 15 Now as I beheld [ra'ah] the living creatures [chay], behold one [echad] wheel [owphan] upon the earth [erets] by [etsel] the living creatures [chay], with his four [arba] faces [paniym]. 16 The appearance [mar'eh] of the wheels [owphan] and their work [ma`aseh] was like unto the colour [ayin] of a beryl [tarshiysh]: and they four [arba] had one [echad] likeness [damuwth]: and their appearance [mar'eh] and their work [ma`aseh] was as it were a wheel [owphan] in the middle [tavek] of a wheel [owphan]. 17 When they went [yalak], they went [yalak] upon their four [arba] sides [reba]: and they turned [cabab] not when they went [yalak]. 18 As for their rings [gab], they were so high [gobahh] that they were dreadful [yir'ah]; and their rings [gab] were full [male] of eyes [ayin] round about [cabiyb] them four [arba]. 19 And when the living creatures [chay] went [yalak], the wheels [owphan] went [yalak] by them [etsel]: and when the living creatures [chay] were lifted up [nasa] from the earth [erets], the wheels [owphan] were lifted up [nasa]. 20 Whithersoever the spirit [ruwach] was to go [yalak], they went [yalak], thither was their spirit [ruwach] to go [yalak]; and the wheels [owphan] were lifted up [nasa] over against [ummah] them: for the spirit [ruwach] of the living creature [chay] was in the wheels [owphan]. 21 When those went [yalak], these went [yalak]; and when those stood [amad], these stood [amad]; and when those were lifted up [nasa] from the earth [erets], the wheels [owphan] were lifted up [nasa] over against [ummah] them: for the spirit [ruwach] of the living creature [chay] was in the wheels [owphan]. KJV-Interlinear 15 Now as I looked at the living beings, behold, there was one wheel on the earth beside the living beings, for each of the four of them. 16 The appearance of the wheels and their workmanship was like sparkling beryl, and all four of them had the same form, their appearance and workmanship being as if one wheel were within another. 17 Whenever they moved, they moved in any of their four directions, without turning as they moved. 18 As for their rims they were lofty and awesome, and the rims of all four of them were full of eyes round about. 19 And whenever the living beings moved, the wheels moved with them. And whenever the living beings rose from the earth, the wheels rose also. 20 Wherever the spirit was about to go, they would go in that direction. And the wheels rose close beside them; for the spirit of the living beings was in the wheels. 21 Whenever those went, these went; and whenever those stood still, these stood still. And whenever those rose from the earth, the wheels rose close beside them; for the spirit of the living beings was in the wheels. NASB
Now Ezekiel adds four wheels to the picture of his vision. These four wheels stand next to each of the four angels. Actually the four angels are not really angels, but four living beings, and who are now to become an integral part of a more complex creature with the addition of the four wheels.
The vision is now taking on the form of a chariot.
The wheels added to the image are awesome and impressive in that they stand on the earth and reach also into heaven. Their rims covered with eyes represent the omnipresence of God who is everywhere and sees everything in creation as He does in heaven.
2 Chron. 16:9
9 For the eyes of the LORD move to and fro throughout the earth that He may strongly support those whose heart is completely His. NASB
Prov. 15:3
3 The eyes of the LORD are in every place, Watching the evil and the good. NASB
The chariot now is carrying the throne of God and God Himself, as well as the image of a man, namely Jesus Christ
The wheels were attached to the living creatures such that they were a integral part of the same living thing, so that, in progress, they always have the same motion. When one moved the other moved. When one stopped the other stopped. When one was lifted up or set down, the other was lifted up or set down.
They moved together in all directions simultaneously, with one purpose and one design. The Holy Spirit was in the wheels and drove the wheels by His will, not by horses, not by wind, not by any other source of power. The wheels representing the divine plan and carrying the divine policy of God.
1 Kings 7:30
30 Now each stand had four bronze wheels with bronze axles, and its four feet had supports; beneath the basin were cast supports with wreaths at each side. NASB
On the chariot of God, there are four wheels, on each of which one of the compound living creatures stands. The four compound living beings form the body of the chariot, their wings spread horizontally above, forming the canopy or covering of this chariot, namely righteousness and justice. On the top of which, or upon the extended wings of the four living creatures, was the throne, on which was the appearance of a man, Jesus Christ, Ezek. 1:26 (still ahead in our study).
Other descriptions of Gods chariot which may be compared to this passage are found in the wheels of the throne of 'the Ancient of days,' Dan. 7:9, and of the bases in Solomon's Temple, 1 Kings 7:27-30, as well as the chariot in 1 Chron. 28:18.
In the midst are the burning coals of fire which are also the purification similar to that of Isaiah's cleansing by the burning coals and also symbolic of the sacrificial work of Christ as well as His authority and power in judgment.
Thus far we have a picture of divine authorship of Gods plan, and the execution of that plan, the policy of that plan, and the consistency and unity of all three members of the Godhead with regard to the divine plan. The sustaining power of Gods plan coming from the Holy Spirit, and the execution of the plan coming from the Son, Jesus Christ.
Judgment is coming against Jerusalem. Jerusalem represents the city of peace, of whose citizens are supposed to be mature believers. However, phony spirituality has overtaken the population who are trying to live their lives in accordance with a plan of their own design, thus the city of peace, being abused as such, will become the city of judgment.
Needless to say, when anyone tries to ignore truth in life, they by default, live the lies of life. That leads to their inevitable trouble in life and to their resulting judgment.

Study to show thyself approved (mature) unto God, a workman that needs not to be ashamed, rightly dividing (studying/discerning), the Word of truth.
