Matthew 19:13-15

13 Then [tote] were there brought [prosphero] unto him [autos] little children [paidion] , that [hina] he should put [epitithemi] his hands [cheir] on [epitithemi] them [autos] , and [kai] pray [proseuchomai] : and [de] the disciples [mathetes] rebuked [epitimao] them [autos] .
14 But [de] Jesus [Iesous] said [epo] , Suffer [aphiemi] little children [paidion] , and [kai] forbid [koluo] them [autos] not [me] , to come [erchomai] unto [pros] me [me] : for [gar] of such [toioutos] is [esti] the kingdom [basileia] of heaven [ouranos] .

Matt. 19:13-15
13 Then some children were brought to Him so that He might lay His hands on them and pray; and the disciples rebuked them. 14 But Jesus said, 'Let the children alone, and do not hinder them from coming to Me; for the kingdom of heaven belongs to such as these.' 15 And after laying His hands on them, He departed from there. The laying on of hands was a long standing tradition. Parents would bring their children, from age infant to toddler, to their local synagogue, and have the local elder or rabbi bless the child and pray for the child. Though this did nothing directly for the child it did demonstrate the higher level of interest and desire of the parents for the scriptures. Parents that wished more for their children than they, the parents, were able to give themselves, and in recognizing that it is God from whom all blessings are derived.
The priest (fellowship) represents the mechanism or access to God, for no one can gain access directly to God except through or by means of a priest. The priest then accesses God through the Lord Jesus Christ, for it is by no other path that man may approach God except through the only Son of God.
Now don't misunderstand. The priest is human just as you or I. A human priest has no more right or privilege to God than do you or I. But the position of priest, represents the authorized mechanism (fellowship), and it is through that sphere that we may approach God through Jesus Christ.
The priest lays on the hands to represent that blessings come from God through the only authorized means - fellowship, to the target of the blessing, the child.
Children are helpless. They cannot make up their own minds, nor do they have any form of self determination. They rely on others to guide them along
The disciples repeatedly rebuked or attempted to prevent the parents from bring their children to Jesus. And for this, Jesus rebuked them for their insensitive and selfish attitude. Man does not have the right to decide who may or may not have access to God.
All of humanity is helpless and comes to God from a position of helplessness. For that reason we do not have the right to restrict access, or attempt to restrict access to God.
We just finished a study of singleness or marriage wherein the two parties of the relationship need to orient to each other. The husband is to love the wife, and the wife is to respect the husband. In this the husband does that which is right for his wife from his position of authority and responsibility, and the wife defers her volition to that of her husband, from her elected and voluntary position of subordination. In this both will have a unique and wonderful life together. Of course this is all to be done in the sphere of the spiritual life, and not from some alternate life style which seems more convenient to either.
But now we have children entering the picture. Both parents have a responsibility to bring their children (who lack the right and ability of self determination) to God. The parents bring their children to God through the teaching of Bible doctrine to their children. This teaching comes from the source of the parents own knowledge, in fellowship, and through the only path authorized to God - Jesus Christ.
Children learn by example. You cannot teach responsibly and authoritatively that which you do not practice. Parents who try to compromise and rationalize exceptions in their own life will find it difficult to teach morals or standards that they themselves do not practice in their own lives.
These verses are brief but they have far reaching repercussions. Children are either taught formally or not. They follow that which they are taught or observe. Sometimes as adults they can gain some of their own opinions and re-teach themselves, but often they are trapped by the culture or traditions or morals of the society in which they grow up. To break away from preconceived beliefs is difficult. Whether these beliefs are inculcated religious doctrines or cultural doctrines or social morals makes no difference. An older (adult) mind that is established will have a difficult time in transforming itself from the old habits to those standards of God.
If generation after generation drifts further and further away from God, then society breaks down and anarchy eventually takes control. The individual is frustrated and unhappy. The national entity is taken over by thugs. Life is generally miserable.
Everything in life depends on the lowest entity - the individual. All of life's attributes are the result of the collective status of all individuals on this earth. So everything starts with you and how you approach life yourself. Approach through your own standards and you will never see spiritual success in your life, 'Why doesn't Bible doctrine work for me?'
Approach life from the basis of Gods standards and you will accomplish far more than you could ever imagine.
