14 And [kai] whosoever [hos] shall [dechomai] not [ean me] receive [dechomai] you [humas] , nor [mede] hear [akouo] your [humon] words [logos] , when ye depart out [exerchomai] of that [ekeinos] house [oikia] or [e] city [polis] , shake off [ektinasso] the dust [koniortos] of your [humon] feet [pous] .
15 Verily [amen] I say [lego] unto you [humin] , It shall be [esomai] more tolerable [anektoteros] for the land [ge] of Sodom [Sodoma] and [kai] Gomorrha [Gomorrha] in [en] the day [hemera] of judgment [krisis] , than [e] for that [ekeinos] city [polis] . KJV-Interlinear

14 'And whoever does not receive you, nor heed your words, as you go out of that house or that city, shake off the dust of your feet. 15 'Truly I say to you, it will be more tolerable for the land of Sodom and Gomorrah in the day of judgment, than for that city. NAS
Personal feelings should never enter into ones efforts in trying to do any kind of good for others. We all have responsibilities to other folks - to some degree. We as believers and as positive and advancing believers in our spiritual life will be the recipients of blessings from God.
In the previous verses we saw that if a house received the Apostles in a positive fashion, then peace and prosperity would come to that house. This applies to each one of us as well. If we are positive toward God, study diligently, advance in our spiritual lives, and apply it properly to our daily life, then prosperity and peace (a relaxed mental attitude) will come to us. By association then, peace and prosperity, of a type, will come to those who interact with us, ie. if you own a business and are blessed by God, then your employees will be subsequent recipients of that blessing because they work for you.
This nation is more or less a Christian nation, consequently this nation is blessed, and those who live here, those who move here also, receive the benefits of that blessing. This association of blessings apply to all who are here - the good and the bad. Those who take advantage of our freedoms and prosperity, and turn it to some disgraceful use, will be judged by God in due course.
This association overflows to your sharing of your blessings when you give to your church, when you give to charity and so forth. We all give without strings. No rules can apply. We do not give with the expectation that those who receive our gifts will believe in Christ. We do not give with the expectation that those to whom we give will follow our way of thinking. This is not relevant. Therefore, we give out of the kindness of our hearts (established there by our spiritual growth), and out of the desire to help others or to support others in such a way that first, Bible doctrine will continue to be spread (as in the case of gifts to a church for example), and second, that those who receive our charity will have an opportunity to receive some kindness rather than be stung with bitterness for life's attack against them, and consequently have a less bitter attitude with which to hear Gods word.
This kindness does not guarantee results. Therefore, we should not react to a negative response to our gifts. Some people are just selfish or bitter despite their situation of being in need and will hate you despite your charity. They might even take the position that you 'owe' them your charity simply because you are better off than they. Envy and hate sometimes enter into the picture.
Sometimes people will dig in their heels and reject your offerings of wisdom as in the case of the Apostles who taught the gospel and were totally rejected. To this negative reception, we are not to react, thus the shaking off of the dust on our feet. Our feet help us to walk through life. That is the means by which we function and move about. It is an idiom meaning to not get upset or to not allow the attitude of others to run your life. Therefore fellowship is the key here. Confess the sin of disgust, of judging, of anger and so forth, and get back into fellowship and then move on in life.
Those who reject you will live their life, suffer in some form of misery, and perhaps will later have their eyes opened (you might be just a small link in a long chain of repetitive attempts by God, through others, to get them to see the light), or they might remain defiant and against God, and then suffer horribly in life and in eternity.
Sodom suffered due to their horrible degeneracy. Their degeneracy does not imply that they were all unbelievers. There may well have been believers inside Sodom, just very negative believers. They received their judgment in an instant. Those who reject Christ will have an even greater judgment in eternity in the lake of fire. That will be far worse than the instant death that the citizens of Sodom received. If there were believers in Sodom, then they went to Paradise at that time, and are now in the new Paradise in heaven. But unbelievers, or anyone who rejects Christ will face an eternal judgment and the lake of fire. Note Matt. 11:23. If the miracles of Jesus had been performed in Sodom, then that city would not have been destroyed. Many may have repented. But of course the city was destroyed which implies that even if there were repentant people there, their repentance would have been short lived as they would have reverted back to their degenerate ways, and perhaps other atrocities would have been carried out in history. That is of course all speculation. The fact remains that the city was destroyed and therefore the impact on history ceased, except from the learning from their example of degeneracy.
Give without expectations. Give without strings attached. God gives to us through His policy of grace, and likewise we too should give in accordance with that policy.
